Developer Interest Revives Carroll’s Golfview Subdivision

March 21, 2026

A proposed housing development along the western edge of the Carroll Municipal Golf Course is back on the Carroll City Council’s agenda on Monday after a contractor expressed interest in the property. The council convenes at 5:15 p.m. at Carroll City Hall. City Manager Aaron Kooiker says Kerkhoff Kraftsmen, Inc., approached the city several months ago wanting to revive the development.

Some of the initial resistance to the Golfview Subdivision was due to the high cost of the lift station, as that station was planned to serve potentially dozens of homes to the west. However, that plan fizzled after the land sale fell through, and the city discovered buried natural gas lines that would have made development difficult. The council will consider creating an urban renewal area that includes only the planned Golfview subdivision, and will adopt a resolution setting a public hearing date for the proposed land sale and development agreement with Kerkhoff Kraftsmen. Kooiker says Monday’s agenda features plenty of economic development activity, as the council will also consider a Community Catalyst Building Remediation Grant application from 4-Line Ranch LLC, doing business as the Painted Pony Quilt Shop in downtown.
